Problems I have seen killed on Windows and Mac, with the steps that killed them.

Windows taskbar disappeared and the cursor stayed as a blue spinning circle
The desktop taskbar was missing and the pointer kept showing a blue spinning circle. Restarting the PC cleared the stuck state and resolved the issue.

A shop-floor computer was stuck in a reboot loop and would not get past the boot screen. A power reset was performed and the machine booted properly afterward.

Chrome crashes and runs out of memory; Desktop Window Manager crash found in logs
Chrome was crashing after a few tabs and showing an out-of-memory problem. The technician found Desktop Window Manager crashes in the event logs, reinstalled the graphics driver, updated Chrome, disabled hardware acceleration, rebooted, and could not recreate the issue at the end of testing.

The remote desktop app was out of date and was updated using local admin credentials. That resolved the problem reported with updating AVD.
