Outlook contacts were not syncing to the phone
The contact list in Outlook was corrected by removing the old contact list and moving the updated list into Outlook's default Contacts list. After Outlook finished syncing, the updated contacts were available on the phone.

What you see
- Outlook contacts did not reflect the updated list on the phone
- Changes in Outlook were not showing in the phone contact book
Why it happens
Likely An old contact list was still present and the updated list was not set as Outlook's default contacts list
When it shows up
Outlook contacts are out of sync with the phone and the default Contacts list appears to be pointing at the wrong list
You are in this case if:
- Outlook has both an old contact list and a newer updated list
- The updated list is not the default Contacts list
