OneDrive was not running, so a cloud file would not open
A PDF stored in OneDrive would not open correctly and showed an error. Starting OneDrive and waiting for it to sync fixed the file so it opened normally.

Affects
Versions
- Windows
Apps
- OneDrive
- File Explorer
- PDF files
What you see
- A PDF would not open correctly from File Explorer
- An error message appeared when opening the file
- The file behaved like an incomplete cloud file until sync resumed
Why it happens
Likely OneDrive was not running, so cloud-stored files were not downloaded locally the first time they were opened.
When it shows up
Cloud-stored files open with an error or appear incomplete and OneDrive is not active on the computer.
You are in this case if:
- OneDrive is not running
- The affected file is stored in OneDrive or other cloud storage
- Opening the file produces an error or incomplete content
