INACCESSIBLE_BOOT_DEVICE at OEM logo during boot

The PC booted only to the OEM logo and then stopped with an INACCESSIBLE_BOOT_DEVICE stop code, with no advanced options or recovery environment available. It was sent for on-site warranty repair and was later reported working properly.

A Windows PC will not get past the logo screen and immediately stops with INACCESSIBLE_BOOT_DEVICE before any recovery tools appear.
